What is a good score?

Short answer: it depends.
Long answer: I'm guessing that by stallion papering 'score' you mean the results, C, B, A, or *Star. There's not really a good or bad here, because they're objective measurements, but there are definitely some things you need to watch out for.
C is the baseline for foundation-quality stallions, the horses you buy from the Foundation Rescue or create by pushing the button. There is not a good or a bad, it just is what it is, C-papered. It's also a baseline.
B is the baseline for exceptional-quality foundation stallions, the ones you get from Exceptional Herd Helpers and some of the Rank Specials. It's objectively 'better' than C papered, because it means the horse's breeding ability is higher. You wouldn't want to keep a C-papered son of a C-papered foundation, nor would you want to keep a C-papered son of a B-papered horse.
A is better than all of the above. There are A-papered foundations, but they take some special meddling to get, needing at least one (sometimes two) 5% boosts to hit the A mark. But A is better than B, in that it's a stronger breeder. As above, you don't want to go backwards; you don't want to keep B-papered sons of A-papered stallions intact.
*Stars are even better than that, and you ONLY get them via breeding. They're 5 or 6 steps better than the C-papered horses all the way above, but you can't compare the two any more than you can compare turkeys and avocados
