No. Foals don't train up.

Every foal is assigned a random number between 0 and 10 as its starting show score. I don't know if this number is influenced by anything except random chance. Since foals don't train, this score remains the same except for being influenced by the foal's consistency rating.
All Level 1 classes are very small, so chance plays the dominant role in how horses place in them. The only value to showing foals is to get some idea of where their show scores are starting out so that it is easier to predict where their scores will fall when they begin training.
PT score will give you more information as to how a horse will show in the future, and even there, the knowledge is restricted to how quickly and how high the horse has the potential to train, and luck plays some role in what horses will be in the same classes and whether any given horse will level off in a winning position. With the advent of the Showing Bonus, this information has less importance in the long run. -
