Is it intended that a stallion can be placed up for breeding in one buddy chat room at a time?

I had been wondering why I couldn't see a particular stallion in the list for a buddy chat not owned by myself, figured it had to do with pastures or something. But I finally took them out of the pasture, and they still didn't show up, and then I thought to try taking him out of my private-use room first and now I was able to add them to the other chat room.
