Tack Packs?

I keep seeing the updates on the ride side of the screen about tack packs. Simply Sheets and trail tack. How do I get those?

Go to the Upgrades and Extras menu on the left and click on "upgrade with game money". From there you can buy IVs and then go shopping with IVs. All the tack packs are available on the IV Shopping page.
