The best bet is if all the mares showing on both the sire's side of her pedigree and the dam's side papered gold. Aside from that, most of the mares showing should be gold. Checking the offspring of her sire and dam to see what they have produced is also helpful.

This is not to say that a blue papered dam can't produce a gold papered daughter, because at some point in a line this has to happen, but there's more uncertainty about when that might happen. Pedigrees that show steady progression toward better and better papering for both stallions and mares are the best guarantee of eventually producing those gold mares.
