I bought this stallion:

ES I Achilles

He has 2 tattoo - one that says Perfect Foundation and one that says BLACKOUT. Am I correct in thinking that the BLACKOUT tattoo is not a RS tattoo but is just one put on him by his previous owner?

Blackout was a special day, for Pirate Day possibly?
When all horses were black for the day :D All horses created that day would have had that tattoo. If you search it there will be lots.

Blackout was the Black Friday special; all horses created on that day are black instead of (or on top of) whatever the regular create was.

Yeah, there was a Blackout event for Black Friday where all creates had black and no bay and then a Cyber event for Cyber Monday in which all horses had either appaloosa or splash.

Oh ok - I wasn't sure since usually Rank Specials don't have other herd helpers to them (like the Perfect Foundation) so I wanted to check.
