The way to find out if there is a buddy chat for a particular color is to click on either the bell at the top right or the buddy chat link under Community in the left side navigation bar. Either of these will take you to the buddy chat lobby where there is a list of chat rooms, some are public (anyone can read and post) but most you have to request admittance by clicking on the name of the chat room and then the send join request button. There does not appear to be one for blue roan, most are for less common colors.

However, you should check the Foundation Rescue (put 13 in the owner box of the horse search). It is an automated account that saves all perfect foundations without foals that are sold back to the game through the public auction. All their horses are the best that ordinary foundations can be for both breeding and showing. Also they get new horses in after every auction, so if you don't find what you are looking for today, they might have some after the auction finishes at 8PM game time Sunday.
