Top Notch Producers

I just used the herd helper to get a Top Notch Producer and got this: http://www.huntandjump.com/horse.php?horseid=2871737.
I love palomino/dun/roan horses, so I'm cool with him; but I'm confused.
When I put him through the Stallion Papering test, he was rated a "C". I expected "*Star" papering. What am I misunderstanding?
Will my Top Notch Producer mares end up with equivalent papering (assuming they are bred to him)?

The stallion papering system was changed quite a bit ago. All foundation studs that pass, paper C, unless they are Exceptional, and then paper B. To get a "Star", it would have to be a lined stallion, so you have to breed your horses up.
Mares paper depending on the quality of their foals. Averagely, foundation mares paper yellow or red, and you need lined mares to get blue and gold papering, but again, it will take a bit of breeding, depending on how lucky you are with your horses.
