@HarleyQuinn your accounts are associated, I don't believe that blocks breeding, but I may be wrong.

Whenever I try to breed with this horse, this always pops up..
"You must be a level 5 member to breed to horses in your associated accounts."

Yes, your accounts are associated. Which limits the interaction between free accounts, to prevent cheating. You will have to find a different stallion owned by a different player.
