Consistency is a measure of how much a horse's score may vary from show to show. A completely consistent horse, like Perfect Foundations and Exceptionally Perfect ones, will score exactly the same thing in both shows in a given week.
Horses that are designated Consistent may be perfectly consistent, or their scores may vary by one or two points above or below their base score. Say a horse's base score is 26, if it is +/-1, its score might be 25, 26, or 27. Exactly which one it will be is randomly decided by the game. If that horse is +/-2, its score can vary between 24, 25, 26, 27, or 28.
Horses that test Inconsistent will have greater variability in their scores. They might score exactly the same in both shows in a given week, but chances are they might not.
Horses that test Inconsistent often have foals that also are inconsistent, but it's not impossible for them to have foals that test Consistent. Horses that test Consistent sometimes have Inconsistent foals, but are more likely to have consistent ones.
