How to Get My Horse Papered

I can’t figure out how to get my horse papered. I have read the FAQ Help me section, and all I found out was what it was, not how to do it. Testing is enabled for the horses I want to try it on. I know the other tests use control panel on each horse’s page, or group in barn. I looked in main menu as well. Is it a premium feature? I’m new, so still learning. Am I missing something? It’s probably in front of my face...
