Yes, even then. The mention of the Basic Upgrade giving access to eggs is an error that Ammit has not yet had time to edit.
The Basic Upgrade gives the ability to create an embryo using a straw on a mare. The fertilized egg is then immediately removed from the mare and placed in the freezer for later implantation into a surrogate mare.
