Close contact saddle tack pack?

I have seen a "close contact saddle" listed on the tack list for a handful of horses and I was just wondering where everyone got it from?

I'm finding it in the top drop down box of standard options by scrolling down to "Body." It is possible that this is an option that is opened by an upgrade.
However, I've had a Premium Upgrade for quite a few real life years, and the game has had many changes since I began playing in 2011, so I'm not entirely certain which things are upgraded features.
