Wont let me paper some of my horses

Wondering why I cant find paper levers on some of my horses
Like this girl here wont give me the option and texting is on

Have you tried selecting her in the barn she's in and then scrolling down to do the paper testing there?

FLS Equine As far as I can see you currently do not have an upgrade, therefore you won't be able to paper your horses as it is an upgrade only functionHJ1 160524
