Photoshop is the program I'm most familiar with. On a Windows 10 computer, there should be a program called Paint 3D. You can set that for a transparent background. Then you would need to unlock the aspect ratio so that you can make a square canvas. I'd recommend drawing your tattoo in a box 100 pixels by 100 pixels so you can see what you're doing and then change the size to 25 by 25 pixels, so that it will fit into the tattoo dimensions.

You have to be careful about the size you're saving the image in terms of the memory it uses. It has to be no larger than 15 kilobytes. I know that working with Photoshop, even 25 x 25 pixel images can use up more memory than that. You'd have to explore Paint 3D to see if there's a way you can save your image "for the web" so that it uses only the allowed amount of memory.

You also have to be certain to save it as a PNG, not a JPEG or other format.

If you're working on a Apple computer or tablet or a smart phone, I probably can't help you, because a desk top computer is all I have. :)
