I had the same issue and got help from the lovely @SandyCreekAcres. This is for uploading and adding it to your horse as well if you need both.



Go to the page I posted above, select the tattoo image, not its name, and save it on your device in a place where you can easily find it again.

Log in to Hunt and Jump, Bluegrass server. Below the Stable Management section, locate Upgraded Features and select Tattoo Registry.

You should have one free tattoo slot waiting for you. Additional slots cost 10k.

On the right, you will see a place for naming the tattoo. You might want to call this one WF Snowflake, or something like that. Be sure to remember to save the name. I sometimes forget that step.

On the left you will see a button to Browse. Select that and go to the place on your device where you stored the tattoo image. Select the image, then click/tap on the Upload Your Tattoo button.

You will get a message saying that your tattoo has been uploaded to the game.

Now you can go to any horse's page, click on the Tack Tab, and scroll down to the bottom where you'll find a button for getting to the place for applying tattoos.

Once there, you will see the horse you've selected and a list of your tattoos below. Go to the tattoo you want to put on the horse, click on the drop-down box to select the place where you want it to go. There are quite a few places on the horse, and one for each corner of the image. Select "Place Tattoo." Wait a short bit for the image server to respond. When the horse's image shows up again, the tattoo will be on it, usually. Sometimes it doesn't appear, but when you return to the horse's page the tattoo should be there.

Sometimes there is a message that there is no response from the image server. Don't panic. Just wait about 5-10 seconds and then click the link that takes you back to the horse's page. The tattoo will be in place.
