Can't Boost Horse *SOLVED*

So I have this lovely lady that I had been saving up to boost but she is not showing up on the list. I heard that the rules were changed and they could be boosted after 4 now? Or maybe I was told wrong? Either way here she is.
EDIT: I was just told boosting still follows the old rules sorry for the misunderstanding
