What do the paper scores indicate?

Hey! I'm new, so sorry if this is a dumb question. I looked through the FAQ and couldn't find the answer I'm looking for.
When you search for horses, many of the horses say that "this horse is papered and has received a score of red/yellow/A/B/C" or something along those lines.
What does each score mean? How do I score my own horses?
Also, how do I test consistency on my horses? Why does consistency matter?
