You can either buy with game money using IV's, so 1 IV is $12500 hbs, or you can go to the upgrade with real money page and buy with real money

For instance I think a 30 horse barn is 10 IV's ($125000 hbs), but you could buy a 30 horse barn with $7.13 real dollars at the moment

if you go to the upgrade with game money tab, there will be an option to buy IVs.
Press on that and it will take you to a separate page. Type in how many you would like to purchase in the box and click Buy IVs.
Once you have them, go back to the upgrade with game money page and go to IV shopping. Scrolling down you should see a tab that says “buy barns”.
As Kintara said, a 15 stall is 5 IVs and a 30 stall is 10 IVs- just select how many stalls you want, click buy, and there you go!
