Why some horse grade change from world to local ect.?

They're showing in more advanced shows. Within each level there are four grades: Local, Regional, National, and World. If your horse has switched from world to local, it means s/he has leveled up -- gone from 1 to 2, 2 to 3, etc and must restart at the lowest grade in that level.

Ohhh.... now i get it ! Darn... i was thinking it was the inverse.. level were like local..regional ect and grade 123.... now that i read that i find myself little dumb lol..n well thank you very much ! Its clear now!
