Yes, but what she means is when you breed a stallion and mare one-on-one. You can breed via pastures for 500hbs/mare or you can put your stud and/or mare up for public breeding and breed them that way for 1000hbs/mare. Whatever you put them up for won't be charged (as it would be like you're paying yourself to breed to one of your horses), but the vet bills are 1000hbs.
