So I had two different windows open on my phone and my forum was logged in to one account and my barns were logged into a different account. One account is premium upgrade and one is basic upgrade.

Then I bought a horse that was listed on the forum I thought I was logged into,(the premium upgrade) but it went to the other account (the Basic upgrade).
I want to transfer the horse to the proper account since she doesn't fit with the breeding plan on the Basic account. But the rules say:

Members may not sell and breed horses between multiple accounts they own for any reason. Members with multiple premium upgrades are exempt from this rule.

So does this mean that in order to get my mare to the proper account I have to upgrade the basic to premium? Or is one premium and one basic upgrade ok to transfer the horse?

No, both accounts have to be premium to transfer horses back and forth. The good thing is you only have to pay for one month of premium to do the swap, then cancel it.
