Which of my horses are a good start for a new member? which are best to keep and cull for breeding, so i will increase my ranking? Does my uneven pedigree effect my horses?

Clouded Pegasus is an even 2nd generation stallion. He looks to be homozygous for KP, which is one of the rarer genes. His dam is a red papered perfect foundation, and his sire is an exceptional producer and so would paper B. If you want to have continually improving lines, you should only breed him to 2nd generation mares whose pedigrees are as good as his--B papered sires and red papered dams. Definitely geld any colts that paper less than B (I would suggest gelding any colts that paper less than A, myself, since he's a 2nd generation B.) Neuter any fillies who end up papering less than Red or whose dams end up papering Yellow. They are not likely to be good quality.
Tiger Stripes is a C papered foundation stallion. Breed him to foundation mares only, Don't expect him to pass down his brindle. It is exceedingly unlikely to happen. Breeding him to Red papered foundation mares will likely produce better foals, but there's no harm in breeding him to Yellow papered mares, since those are essentially equivalent to his C papers for stallions. For best results in creating strong lines, do geld any colts that paper less than B, and spay any fillies that paper yellow.
{Side bar: Do, do, do use all the free in game testing--SAT, Mare Advice, and Gelding Advice. If Lucas rates a horse. Don't uncheck the neutering box for SAT. If you are not upgraded enough for all the other tests, then keep an eye on how well your foals do showing. If they don't move up a Level Grade every 3 weeks, they probably have low PT scores and are a sign that their parents are not the best quality for breeding stock.]

MW Harvest Shadow is an A papered 2nd gen. You should breed him to high red and blue papered 2nd gen mares only, Geld any colts that do not paper at least A, and neuter any fillies that do not paper at least Red. Expect that if you breed him to top quality mares you can expect to get Blue papered daughters from him.
If you look at his complete pedigree, you will see that he is not from even generations. This is why he is only papered B and has only a 9.9 PT score. I see you have decided to sent him to auction. This is definitely wise. He should have been gelded. He might have turned out to be a profitable show horse. Many horses with a 9.9 PT can level out at the top of their classes and go on earning a modest amount for quite some time.
Hot Ice 2 is uneven generations. Neuter her and take the offer given on the other thread.
I think you can probably use these evaluations as a guide to do your own for the rest of your horses. Your stallion to mare ration is out of balance. You should have many more mares than stallions and even more neutered show horses than intact ones--a ration of at least 3 neuters per intact horse, if not 10 to 1.
The way to make money in this game is by showing, not by breeding. Even putting your horses up for public stud or brood will not make you much money, and since everyone is also breeding their own, your foals have to be something outstanding to tempt others to buy them.
There can be a lot of satisfaction in choosing a nice combination of colors and patterns to breed for, starting from scratch and producing your own improving lines as the generations progress. Pixel ponies don't have to be ultra flashy or rare to give you a lot of fun and teach you a lot about horse color genetics and the randomness that is involved in real-life breeding as well.
