You can buy spayed or gelded fantasy horses in the auction or in a chat room. Most fantasy genes are purchased via the Roving Gene Sales on the right hand side of the page. Once you purchase one gene for real money, you automatically own the license.

To purchase one of the Roving Gene Sale offerings, go to Upgrades and Extras and select Upgrade with Real Money. Scroll down to the bottom of the page. Select the horse you wish to put one of the genes on. It must be a foundation and have no living foals. The genes are sold by the "strand;" Strand 1 goes on the left as if from a sire; Strand 2 goes on the right as if from a dam.

Of note, Nexus and some of the Ice genes do not need licenses. You can purchase intact stock at sale or at auction and breed them.
