When they go up a level they have larger classes and tougher competition, but not as much training as the other horses at that level have. So they lose, and drop back down to the lower level. But in the lower level THEY are the tougher competition with all the training, so they win again and go back up! With some horses who have leveled off in their training they might get stuck at that point, horses that are still getting full training scores will eventually move up to that next level. If any of your horses are inconsistent, that might add another factor to how long it takes to move up.
