Strict Breeding Advice

Can anyone tell my what the strict breeding advice is for?
I can't see it in the FAQ or in the forums.

IMO until you are in your 3rd generation , most people don't use it

I'd prefer to use it at every generation so that I know I am using the best stock possible, I am sure it may slow progress but hope it'll mean I can reach a greater quality standard in the early gen’s.
As I understand it the breeding advice is based on the quality of the parents, so the more I test and cull now at these early stages the avg. quality of the herd will be higher.HJ1: 266615

isn't SBA for premium members only ? not the BA that I use always except for my bootstrap herd ;
