Are C papered horses worth keeping when I have B papered and Blue horses? Or should I still keep the C papered?

It depends I guess. Do the C-Papered stallions have a special colouring that you want to breed for and don't have in the rest of your herd?

Personally I wouldn't unless it was a Foundation Stud or I was particularly fond of for good colouring, but most of my horses are ExPro or ExPer.

In which generation conext?
C papered foundations can be regular HH creates that vary in breeding ability or perfect foundations/rank specials with 100% breeding ability.
Typically it doesn't matter what your foundation papers are, theyre the basic building blocks of your herd of choice. Its the even breeding and progression of papers you'd want to watch for in your generations.

So it would go (in theory) C - B - A and so on
B - sup B or A - Sup A or *star - Sup A or *star (etc)

And for mares, same thing:
Yellow - red - blue and so on
Red - aga/sup Red or Blue - Sup Blue or *Gold and so on

NOW. Some people do bootstrap, which is breeding foundation/low papered mares to high PT studs and keeping the fillies (untested them, breed to high pt stud, repear until desired PT and/or intact foals) and altering the colts to keep as show horses or auctioning.
