Wow! You just got super lucky :) totally possible but rather uncommon!

Yes, this is completely possible, although it's probably not very frequent. The sire is Exceptionally Perfect and the dam is a Perfect Foundation. Each parent makes a contribution to the foal's breeding and showing ability from a range of possiblities, not from a fixed number. I would say that the mare contributed from the top of her range for breeding ability and so did the sire, bringing the foal's breeding ability high enough to paper what is likely to be a low to medium Blue paper range.

My favorite memory of something like this was a C papered stallion in a pasture with Yellow papered mares who had the full pasture bonus. In two successive seasons he gave me an A papered son. :)
