If they haven't leveled off it is because they are leveling too fast for the competitions they are in. Every week they gain a certain amount of points that tell where they will place in the competition they are in. Sometimes, especially when going through the lower levels, a horse will be at or near the bottom and the next training will take them to the next level, skipping right over the top of the previous level's competition.
