    I know that each individual player is allowed up to three free accounts on the same server. Is that three accounts ever, or just three active accounts at the same time?

    Several months ago I had three accounts on this server, but then I absorbed the smaller two accounts into this one. Would I be allowed to create two new free accounts again? Or is that frowned upon?

    I checked your stable id and it says that you only have the one account so I guess it would be OK to create two more.
