You pay the extra percent because of the number of stalls you have. The more stalls, the higher that percentage. I don’t think barns can be gifted using IVs, only real life dollars.

That makes sense, if it were rl you'd be buying more feed, vet bills etc, you'd probably have to hire a stablehand...

The huge number of horses in the game was causing issues with the server, so Ammit increased the IV price on barns for large stables to give incentive to limit growth and set a limit buying barns with IVs. When/if you get to more than 10K stalls, you can no longer buy barns with IVs at all.

There is one way to give someone else a barn with game money. That is to send them enough hbs to buy the IVs to buy the barn. You would need to wait until after the reveal, though since it can't be done anonymously, and you would probably want to have them check how many IVs they need given the number of stalls they already have.
