Shes not stuck, she has just "leveled off."
A horse's PT score - in her case, 9.9, means that around 9 to 10 years old, she will slowly stop gaining training points from showing (she will earn them more like 1 point every month or month 1/2, depends on the horse) but rather compete at a steady number.

Most people hold horses until they are 10 years old, regardless of show level, because after a horse turn ten you can auction them for their total lifetime points. In this mare's case, her auction value at 10YO would be 4,826
