Perfect Foundations have 100% breeding ability and 100% showing ability. They will always be C papered, but whether they will always produce good offspring depends on the quality of the mares that you cross them with - there is also a slight variation in any breeding both higher and lower (in other words if you crossed the same two horses together multiple times there would be a variation in the PT of their offspring). As to showing, you are right in that the horse will improve with training, but each time he goes up into the next level he is likely to lose money - you certainly can't tell while he is so young. All horses will only become truly profitable if they level off in a good spot - and that is not guaranteed even for Perfect Foundations. I certainly would not geld or sell him, and try breeding him but be careful which fillies you use.
