Welcome to the game! I've only done a couple horses so far, but hopefully this helps.

First you need to create a tattoo image that is 25x25 pixels and upload it onto the site by going to your Member Home, Account and Stable Management, and then under Upgraded Features you should see Tattoo Registry. You can upload your tattoo there.

Second, you go to the horse that you want to tattoo, go into Tack, and you'll see at the bottom Edit Tattoos on this Horse. Click on Manage Tattoos and you can apply the tattoo you uploaded in step one.

If you want to do several horses at once I think you can use the barn page to select/checkmark the horses you want to do, and then use the Copy Tattoo option.

Unless the horse is a foal, refreshing the image will encourage tattoos to show up if they don't immediately appear. Because foals do not have adult size bodies, their body tattoos won't show up until they are 2 and the image is refreshed, which will automatically happen when you open that horse's page once it ages up.

Additionally, if you don't open a horse's page at that point, the foal image is retained in search results until you do open the horse's page.
