    I was searching for breeding inspection for some time, but i cant find where i can receive papers for my horse

    On the individual horse's page, there is a tab that says Control Panel. The bottom white box on the control panel has all the buttons to test a horse.

    You need at least the Basic Upgrade in order to paper a horse.
