Hello,
I haven't tried it yet, but what happens if I boost 1% an Exceptional horse ? Does it turn from B/Red to A/Blu ?

i think you need a 5% boost to do that ; 1 or 2 gets you from C /yellow to B/red it depends where on the "scale" they are of B/red

Do you mean that if I boost 1% an Exceptional horse (ExPro or ExPerf that are both B/red) i get a 'better' B/red horse ?
