Breeding cap question

How do you know when you have reached the breeding cap? I have a BS herd and for the past 3 months or more I have not had any superior foals. I flushed eggs from all of my mares for a few seasons in a row. Used all their eggs with my best stallion, none of those foals tested superior, just aga or worse. I thought maybe my stallion wasn’t high enough to bump the foals to superior, despite him being superior to my mares. So I double boosted a colt to be superior to him threw all of my mares in the pasture and waited. They had a full or pretty close to full bonus last month and a full bonus this month. So this was his second season on those mares and still no SBA foals. I was going to try the BOP foal a 1-4% boost and seeing if that would make a difference. But that’s spendy, I know if I give a 5% boost they will test superior.
I just want to figure it out, because if I’ve reached the cap I’m going to focus on color. If not I need to go on a major cull spree.
