I think it refers to breeding ability. My best pasture foal was a 3rd gen, inconsistent filly with a PT in the higher 9's until I made her consistent. My daughter just commented that her "best pasture foal" in H&J2 didn't pass strict mare advice. However, her dam had also been a "best foal" and so may have set a very high bar, and all the other foals weren't as good.

Since mare papers are based on foal ability, which is also influenced by the quality of the stallions bred to, this evaluation is not fixed at birth, like a stallion's paper level, and remains changeable throughout the mare's life.

Generally, I've found, so far, that the best foal is likely to be from the pasture with the highest generation in it.

Like many other things in the game, the evaluation is based on hidden numbers that only Ammit can see. We can only surmise.
