What is the smallest a pony can be before it becomes a collectable?

I believe the smallest a pony can be without being a collectible is around 12-11 hands high, but it would have to have at least 1 copy of Height Regulator. But I might be wrong

The last two seasons I bred a pasture full of ponies on the Forest server. Out of 30 breedings in the second year, 15 foals turned out to be collectibles. I didn't check all my collectibles, but I think the tallest of them is 11.3 hands high. 12hh would be the smallest pony size. The foals came with the Height Regulator gene even though neither sire nor dam was collectible.

You can only get collectible size if you have the gene for it. You can never get them on accident.

Ammit - I was using the HMGA2 Height Regulator. I'm not sure if my Gift Exchange person wanted pony or collectable so I thought I'd get her the smallest pony possible.
