Assuming this is your own place, I'd start by placing some bat houses...see if you can get a bat population in your neighborhood. Nothing works on mosquitos like bats do. There's some instruction here (note the drop down menu labeled "Bat houses" has instruction on best placement)

You could also see if you can sign up as a place they could move a problem bat community to - like one that took up residence in someone's attic.

For flies, I prefer investing in fly predators. This is not a quick fix as they pray on eggs and larvae, but they will help reduce future generations as the summer progresses - if you keep up with the applications.

Paying mantis is another bug that's good to have around - you can buy a nest online or through garden stores, let it hatch out and let them start praying on everything that's smaller than they are. And I mean everything.

Side note: don't do mosquito zappers. They rarely actually kill mosquitos, but they do a number of mosquito hawks, which are huge scary looking things that actually eat mosquitos. People tend to confuse them with mosquitos and swat them. Best way is trap trap trap trap. The sooner you put up traps the better.
