I bred him once on accident, and then sold the foal back to the game. But I still can’t modify him?

The foal still exists in the game, owned by the HuntAndJump Auction Bidder. Sometimes it takes a little while for horses sold back to the game to be purged entirely. I'm not sure how long it takes, like if there's a schedule for that, but I would guess the foal will be erased by tomorrow or so.

Yeah my experience is about 24-48 hours

Yup, 24 hours for the sell back to be fully deleted. It was changed to allow horses to be retrieved of they were accidentally sold back to the game.
