If your tattoo design has been saved and is listed in the Tattoo Registry found under Stable Management, go to the Control Panel tab of the horse you wish to put it on, click on the link for Tattoos at the bottom of the page, select the Location for the tattoo you wish to apply (there are many places--the four corners of the image and several standard tattooing places on the horse itself), then click "Place Tattoo. It will show up on your horse's image immediately, although it may not show up right away on the thumbnail images.

If you haven't already created the tattoo in the game, go to the Tattoo Registry, purchase a tattoo slot (the first one is free), give it a name, and click Edit Tattoo Name, then click on Edit Tattoo Image and use the features there to actually create the tattoo. Save your work often so that is doesn't get lost if too much time goes by while you're working. You can select the exact color you want, and place it in the design box pixel by pixel. The tattoo size is 25 pixels by 25 pixels.
