Bootstrapping is breeding very unevenly (generally using a 13+ PT stud on foundation mares to start with) on purpose in order to get higher PT foals to build your show herds. Almost no one is willing to sell their 13+ PT Gold BA-passing mares because of their rarity, so unless you already have some of your own that's not really a viable way to make high PT show ponies. Foundation mares and other low papered mares are generally quite cheap. Bootstrapping is also much faster than breeding evenly and waiting many generations to get the high PTs.

Why the goal of high PT foals? Higher PT often means better show horses that earn more money over their lifetime.

There are sweet spots of mid-level PTs that make great younger show horses, these ones are often wonderful for auctioning at 10 years old for their lifetime payout.
