What determines if a horse passes strict breeding advice?

I m confused as to what determines if a foal will pass strict breeding advice. I just ended up with two foals that got altered. Both papered equal to the parents and had a higher PT score. One of them in particular was heartbreaking.

I believe they have to have breeding quality that is equal or better to both their parents. Not roll of the dice, there is scores/numbers we don't see as players.
PT score has no function on breeding ability and whether they pass SBA.
Breeding advice and SBA compare foals breeding ability to both parents. If the parents are unenqual, it has less chance of passing.
I use SBA first on all my foals because it is free, papering is last as that costs hbs. Pointless to paper if they get snipped. -
It’s just like in real life. The best horses don’t always produce the best foals. You breed the best to the best and hope for the best. Secretariat was a phenomenal racehorse, but a pretty average sire.I’m autistic and I struggle with any kind of communication, so I apologize in advance if I say anything rude or offensive because there’s a 99% chance that I have no clue I did it. To pass strict breeding advice a foal must be in the top percentile of quality of foal a horse can produce. This is judged against both parents.
Seabiscuit is probably a better example than Secretariat.Need to contact me? Read this first.
