so if my pedigrees aren't even, does that mean I'll never get horses that pass breeding inspection?
are there no exceptions, like.maybe a horse that is 3g on one side and 4g on the other?
what about foundation horses, must they always be bred to other foundation horses?

No, I have uneven horses that have passed BA & SBA. It's just harder when there's a big gap.
Some people care a lot about even pedigrees, others don't

For my bootstrap lines I don’t really keep track of generations or breeding evenly. When I sort them the colts have to pass SBA if I’m even going to look at them, and the fillies have to pass BA. This is just to help me keep my numbers at a manageable level though.

Breeding inspection has no idea what a horse's pedigree looks like. It can only compare a foal to its sire and dam. An uneven pedigree is irrelevant. Even quality is all that matters to get more intact foals just because it is easier to get a foal that is better than BOTH parents that way.

Ammit, does even quality mean papers matching, or performance levels matching, or both?

It means breeding ability matching.
