Ammit has said it multiple times. Not positive where those posts are now. There was a big deal on the forest server a couple months back. It is where the line would be, if there was a fifth paper level above Star/Gold.

For my own lines once I reached a point where no matter what I did I could not get a superior foal. And I was testing everything, against everything. I was boosting horses like crazy and just couldn’t get a superior foal without boosting the horse. I ended up double boosting a mare to breed to my double boosted stallion. The resultant offspring were all worse then their parents, but aga all the rest of my bootstrap lines. Proving that they were at the breeding cap. Since if they weren’t all that boosting their parents had should have gotten them a better breeding ability then my other horses.

There is of course a couple percent of wiggle room at the top, since comparison testing isn’t exact.
