Giving gifts to non gift exchange members.

How do I send horses to people that are not part of my exchange?
Also if they don't have a licensed gene can I send them it even on say a 3g horse? -
Pretty sure you would have to use a chatroom to "gift" them horses and unless you used a "fairy/elf" you cant be anon. ALso if they dont have the lisence the horses would need to be neutered to gift them
