Maxing stock that won't pass

If you max a horse that won't pass (say from a boosted stud and a mare that's BA approved but not boosted) will that make said horse capable of having better offspring than it would if it were unmaxed?

It depends. Maxing a horse works on both their breeding ability and their showing ability (PT score). The system will also prevent maxing (not charge you the 5 GMTs) if the horse is already at its maximum potential. We have no numerical value for a horse’s breeding ability, but papering does give us a general range (especially with the new Star/Gold update). Because of this, we don’t always know if maxing is increasing the breeding ability or not.
Most of the time, I would say that, yes, maxing does increase breeding ability, but there’s no guarantee as the horse may already be at the maximum for that but not for showing ability (so the system will still max out the horse)
I would use comparison testing before you go spending 5 GMTs (those things aren’t exactly cheap). Compare to its dam (if it’s a mare) or to one or more unboosted studs of the same paper level (if it’s a stallion). If the horse is testing aga or superior to horses already in your breeding program, I don’t know that maxing would be worth it

One of the horses i maxed did not pass SBA after it was maxed... so there's no guarantee

I'm looking to max a bunch of bootstrap fillies and colts to have a better breeding program. They are in the 13-14pt range. Most of the stock being maxed are worse than, so I'm really hoping to get them to at least test aga.
