Does the horse's mane fall on the right side of its neck? (That's the default for manes.) In that case, any tattoo on the neck or withers will likely be hidden by its mane. You should be able to change that on the Tack tab, first set of options. If you scroll down far enough you'll find a fairly large selection of mane styles to choose from.

For instance, here's my new Black Sea boy with a fancy running braid. Now I've added my Light Horse tattoo on his neck, so you can see it there. (My usual placing for that tattoo is on the hip or thigh.

Thanks, Fiddler. That tattoo was designed by using the Arabic characters for LGT, if my memory serves me right. :) I created it a long time ago, when light horses were introduced into the game. I can't remember if I used English letter order or Arabic, which reads from right to left.
