You have to select the tack, then move it with the arrows. Make sure it's only the tack that is selected. There will be a name under the main screen. That is the item you have currently selected. Once it reads the correct item, you should be able to move it anywhere.

I don't believe it does.

Click on that item. It should show under the picture that items name.

Oh! Thank you, @Cavalynn! I didn't know that. I zoom in and select, but have had issues getting it to zoom back out easily on my phone. That'll make it easier. :D

You have to open the advanced tack editor. It's the button labeled "ALPHA: Advanced Tack Editor" at the very bottom of the tack tab page, below the area where you delete tack. The same place where you were trying to move tack and it was moving the horse as well.

Click on the item in the horses box. The actual image of the item. When it is selected, it will show the items name under the box, where mine says "Make Believe Unicorn Horn". Once it's selected use the arrow box to move it where you want. As Cavalynn pointed out there are arrows on either side of the name as well. If you click those arrows it will move the selection to the next item.
